HOTMA – Understanding the Top Rule Changes

The 2016 Housing Opportunity Through Modernization Act (HOTMA) continues to make sweeping, top-to-bottom changes to how HUD-assisted housing is managed. In February 2023, the U.S. Department of Housing and Urban Development (HUD) updated the Tenant Rental Assistance Certification System (TRACS) with the release of TRACS 2.0.3.A. This update is essential for implementing key HOTMA sections passed in 2016, specifically Sections 102, 103 and 104.

Barry Weaver

Barry has over 30 years of experience in affordable housing leadership and management. He has managed a full spectrum of real estate for both non-profit and for-profit owners including HUD 202, Section 236, 221 (d) (3), Bond, HOME, Hope VI, LIHTC, Rural Development, Congregate Care, Assisted Living and Market-rate properties. He is a Certified Property Manager (CPM®); a LEED Accredited Professional (LEED AP®); a National Affordable Housing Management Professional – Executive (NAHP-e); a Specialist in Housing Credit Management (SHCM); and a Licensed Real Estate Broker. Barry is a national speaker and trainer on sustainability and green property management. He earned a Master of Public Administration from the University of Colorado and a B.A. in Social Welfare and a B.A. in Sociology from Cal Poly Humboldt.

Susan Sloan

Director, OneSite Product Management, RealPage, Inc.

Susan Sloan, Director of OneSite® Product Management, joined RealPage® in 1996 as a systems analyst for the product development team, soon becoming lead business analyst and then product manager for Affordable products. In 2007, Susan moved to the Professional Services Group as a solution consultant where she assisted clients with their implementation of the OneSite Enterprise suite of products, including Conventional, Commercial, HUD, Tax Credits, Rural Housing, Purchasing, Facilities, Portals and Document Management. Susan also specialized in providing best practices and review of operational management and implementation of corporate policies and procedures. In late 2013, Susan moved back to the product development/management team for OneSite.
