OneSite Leasing & Rents Affordable HUD Overview

OneSite Leasing & Rents Affordable automates compliance monitoring and reporting for the affordable housing industry. It allows HUD properties to perform daily and monthly processing in addition to communicating with HUD and/or contract administrators. Also, OneSite Leasing & Rents Affordable offers fully integrated accounts receivable functionality and reporting.

Managing Daily Tasks

OneSite Leasing & Rents Affordable Current Activities page provides you with an interactive “to do list” and “tickler.” The Current Activities page keeps your day organized by reminding you what needs to be done today, and what things are currently overdue. You can easily get to your current and overdue work by clicking on an item and beginning the workflow process to complete the item of work that you have chosen. For example, the Current Activities page will remind you of pending certifications that need to be printed and signed, verification letters that need to be printed or have not been received back, or unsent TRACS files or unread TRACS responses. By presenting you with items like these on the Current Activities page, you will be assured that important pieces of work do not get overlooked!

Managing Households

OneSite Leasing & Rents Affordable manages more than the monthly reporting required by HUD or your contract administrator. It provides a tool for on-site personnel to manage their residents, while ensuring only qualified households move in and continue to receive subsidy. The household management function keeps track of all household data and activities, allowing for certifications, move-ins, move-outs, transfers, changes in subsidy, verification letter management, as well as scheduled billing and transaction activity.
  • Family Members
    OneSite Leasing & Rents Affordable organizes all family members into separate records, allowing for an audit trail for each member.

  • Family Finances
    Income, asset, and expense records are organized according to family member. Entering records is as easy as selecting from a list of types on a drop-down menu. Historical as well as future records are stored in OneSite Leasing & Rents Affordable, allowing for a complete audit trail of a financial item. Built-in HUD regulations control the entry of expenses, allowing eligible expenses only.

The Certification Process

  • The Wizard
    The Certification wizard walks the user step by step through the certification process. Only the steps that apply to the type of certification being processed and the family composition are presented to the user. Convenient drop-down menus allow the user to make crucial decisions during the certification process.
  • The HUD-50059 Data Requirements Form
    OneSite Leasing & Rents Affordable automatically pulls the resident information from the financial records and family member records, effective on the date of the certification. Processing through the Certification wizard inserts the resident information on the HUD-50059 form. The HUD-50059 determines the amount of government subsidy the resident will qualify for. The trial form is a great tool because this process allows management to “pre-qualify” an applicant before move-in by determining the applicant’s eligibility. The HUD-50059 is final when resident and owner signature dates are entered into the system.
  • The Worksheet
    The HUD-50059-E worksheet is used for computing the total tenant payment and tenant rent by breaking down income, assets, and expenses.
  • The Lease/Lease Amendment
    OneSite Leasing & Rents Affordable includes all of the HUD leases and lease amendments, and merges the resident data directly onto the lease or the lease amendment as a step in the certification process.

Managing Verification Letters

OneSite Leasing & Rents Affordable includes all of the HUD-approved verification letters and notices and more. These verification letters are conveniently available on each data entry screen, where the list of verification letters has been filtered based on the data that is being entered, i.e., income or asset. Verification letters that are requested during data entry are stored together in one place for printing and letter management. The letters and notices are opened up in Microsoft® Word so that any letter or notice can be edited and saved for a future date.

Scheduled Billing & Transaction Ledgers

When a household is moved in or recertified, OneSite Leasing & Rents Affordable automatically sets up the recurring monthly billing charges for the certification. Pro-ration adjustments for move-ins, move-outs, transfers, and other activities are automatically posted to the household’s ledger. OneSite allows resident transactions and assistance from HUD to be tracked on separate journals within the transaction ledger.

Monthly Processing

  • Annual Recertification Notices
    Annual recertification notices are a crucial part of maintaining compliance. OneSite Leasing & Rents Affordable enables notices to be issued quickly and allows for easy management of the notices. The notices required are organized in first, second, and third reminder tables. The notices can be printed on demand or can be scheduled using OneSite’s Report Scheduler feature.
  • Special Claims
    OneSite Leasing & Rents Affordable can be used to process all types of special claims forms. Information from valid units and households will flow automatically to the special claims process. Claims are batched and once approved or denied by HUD or your site’s contract administrator, this information can also be captured within OneSite. Approved special claims will integrate automatically to the next HAP request.
  • HAP Request
    The Housing Assistance Payment request (HAP) can be generated multiple times in trial status, allowing for comprehensive review of the monthly HAP request, and allowing the user to determine when the HAP request should be considered completed. Historical HAP requests can be produced at a moment’s notice. Approved special claims automatically flow to the HAP request, and manual adjustments can be added when required.
  • EIR (Excess Income Report)
    Excess Income Reporting is available and completely integrated with OneSite Leasing & Rents Affordable accounts receivable functionality, allowing for quick and accurate EIR processing. Paid rent and excess rent charges are automatically included on the EIR report. The EIR can be reviewed thoroughly, allowing the user to determine when the EIR should be considered complete. Historical EIRs are available within OneSite.
  • TRACS Processing
    OneSite Leasing & Rents Affordable produces TRACS files containing the appropriate MAT records reflecting activities that have occurred on the property. Users can select which MAT records to include in a TRACS file, and determine when the file should be transmitted to the specified recipient(s). TRACS files can be viewed in parsed format, presenting the contents in a formatted report that makes sense. In addition, entire TRACS files or individual records can be resent, responses can be received and presented to users in a sensible fashion, and the statuses of TRACS files can be tracked/monitored through OneSite. Dial-up modems are no longer required when using OneSite Leasing & Rents Affordable. Once a TRACS file is transmitted through OneSite, RealPage will deliver the file to the specified recipients. TRACS responses can be retrieved by the site with the click of a button.
  • Gross Rent Changes
    Gross rent changes are entered into the system by contract and floor plan. All certifications required as a result of the gross rent change are automatically generated and calculated. In addition, scheduled billing records are updated and adjusting transactions are automatically calculated and posted to the resident ledgers when appropriate.

Accounts Receivable

  • Transactions
    • Site staff can use the administrative tab to post payments easily with quick payment posting, post bank deposits, and post late charges from one location.
    • Bulk transactions by code enable users to apply transactions of the same type and amount toward a range of units. This timesaving function builds lists of residents to bill and then posts them with one click.
    • Bulk distribution improves efficiency by enabling users to enter, distribute, and apply a transaction across units based on square footage, unit, or occupancy.
    • Staff can input miscellaneous transactions, such as profit from laundry equipment, easily.
  • Post HAP Payment
    When the site receives its monthly HAP payment from HUD, the payment can be easily and quickly posted to each resident subsidy ledger within OneSite. The Post HAP Payment process will be based upon what was requested for the HAP voucher that is being posted. If the received amount matches, posting the payment is as easy as entering the received amount and the document number. If the payment is different, the user is presented with the detail of the HAP request month being paid; the user can then make adjustments to the amount requested. Once the amount received and the detail per resident matches, the payment is posted to each individual resident and to a bank deposit batch.

Reports

OneSite Leasing & Rents Affordable offers a powerful set of reports in multiple formats—PDF, Excel, and Word—for printing or electronic distribution. Reports can generate detail and summary information on resident-specific data, transactions, and day-to-day site management.
